This is professional and technically highly complex and supervisory work analyzing, designing, implementing, maintaining and managing departmental automated/computerized systems. Positions allocated to this classification report to a designated supervisor and work under general supervision. Work in this class is distinguished by its general supervisory responsibility and by its advanced technical skill and emphasis on complex automated/computerized systems.

The focus of this role will be on the implementation of an HRIS, and preference will be given to applicants that have background in HR and experience with conversion and implementation of full HRIS platforms.

SUMMARY

ESSENTIAL JOB FUNCTIONS

Depending on area of assignment:

Manages and coordinates departmental automated/computerized systems projects.

Supervises departmental Technical Systems Analysts in the development and implementation of departmental computer applications that address specific departmental business processes.

Coordinates and oversees the administration of departmental automated/computerized systems including systems management, network interfaces, and the installation and removal of software products.

Coordinates and conducts detailed analysis of complex systems and departmental applications such as SCADA, Outage Management, EMS, and Geographic Information Systems, computer aided dispatch systems and work management and tracking systems.

Manages use of departmental software applications, including system generation, compilers, link editors, assemblers, and other vendor supplied systems software packages.

Coordinates and ensures advanced levels of security by loading application- and operating-specific patches, certificates, and implementing network security methodologies.

Evaluates hardware/software needs and training/documentation, and reviews, evaluates and recommends emerging technologies, state-of-the-art languages, tool sets and advanced technologies.

Manages, plans, schedules, and implements modifications to operating system and equipment.

Performs as the department’s computer systems expert.

Prepares specifications, codes, test data and debugs highly complex systems using advanced programming languages and development techniques for use internally and externally.

Coordinates with the Information Technology department for the replacement/upgrade/installation of voice and data networking equipment.

Maintains departmental systems program libraries and technical manuals.

Assists with or conducts contract negotiations with outside vendors and monitors compliance with contract terms.

Assists with budget preparation for the departmental automated/computerized systems.

Attends work on continuous and regular basis.

NON-ESSENTIAL JOB FUNCTIONS

Depending on area of assignment:

May require on-call responsibilities.

May require after-hours and weekend support responsibilities.

May be responsible for enforcing the drug policy, based on physical location and organizational structure.

Performs other related duties as assigned.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.

EDUCATION AND EXPERIENCE

Bachelor degree from an accredited or university with major course work in data processing, information science, data management and analytics, or systems engineering, and four (4) years of progressively responsible information technology experience relevant to the needs and subject matter of the hiring department which includes one (1) year as either a supervisor or team leader, and subject matter expertise as required by department, or

An Associate degree and six (6) years of progressively responsible information technology experience relevant to the needs and subject matter of the hiring department including one (1) year as a supervisor or team leader.

Active certification from an industry accepted licensing organization in database, network, security management and implementation, or application software as required by the hiring department, may substitute for up to one (1) year of non-team lead experience.

Applicants assigned to Police or Fire must have no conviction of a felony or a misdemeanor involving moral character, perjury, or making false statements; nor after July 1, 1981, have pled guilty or nolo contendre to, or have been found guilty of any such crimes. Applicant’s current lifestyle and recent history must be free of illicit or illegal drug use.

CERTIFICATIONS OR LICENSES

Licenses

Valid driver license required. Valid Florida driver license required within 30 days of appointment

Certifications

Certification in database, network, or security management and implementation from an industry accepted authority is desirable.

KNOWLEDGE, SKILLS AND ABILITIES

Depending on area of assignment:

Expert level knowledge of principles, practices, and methodologies of computer operating systems functions.

Expert level knowledge of database design techniques.

Expert level knowledge of sound computer systems programming and management techniques.

Proven ability to work on multiple projects (multitask).

Working knowledge of database application software, data mining, data analytics and reporting.

Working knowledge of real-time databases.

Thorough knowledge of one or more of the following: web-based applications, Supervisory Control and Data Acquisition (SCADA), various communication media and protocols, Trunked Radios, electronics, mobile wireless, Records Management Systems, Computer Aided Dispatch systems, Computer Network methodologies and protocols.

Ability to work effectively with coworkers and the general public.

Ability to communicate effectively, both orally and in writing.

Ability to work without supervision

Ability to direct and oversee/supervise analysts, project teams and inter-departmental groups.

PHYSICAL AND ENVIRONMENTAL REQUIREMENTS

To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions.

PHYSICAL REQUIREMENTS

Work is sedentary and requires prolonged hours of sitting.

WORK ENVIRONMENT

May be required to travel locally to other general government or GRU locations within the Gainesville area.

May be required to after hours and on weekends.
