Role description
Under general direction, the Social Work Supervisor provides supervision to specialized social workers such as Human Services Technicians and Social Work Specialists. They monitor the work of staff engaged in providing various social services to clients in such programs as Adult Services, Family and Children's Services, and In-Home Supportive Services in various Family and Children's Services Programs.
Essential Duties and Functions
According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; and may include additional duties as assigned.
- Supervises a unit's schedule and work activities by planning and delegating casework, providing client management, continuing client investigations, transportation, and processing services for programs in Family and Children's Services and In-Home Supportive Services.
- Supports the professional development of staff by participating in the selection of unit staff, providing staff training and coaching, and ongoing feedback; ensures performance appraisals are used effectively and timely to develop growth plans and identify opportunities for staff to learn.
- Ensures staff's work meets program compliance with applicable policies and procedures by reviewing completed cases, assignments, and ongoing referrals, and recommends corrective action, when necessary.
- Coaches staff on emergency calls and crisis situations of appropriate case action and suggests methods and strategies to resolve problems.
- Handles regular consultations and unit meetings to share updates and other important information.
- Attends program meetings, provides updates, and participates in program or policy improvement initiatives.
- Builds collaborative relationships with staff, supervisors, other departments, professionals, and community partners to identify and provide services to clients.
- Responds to inquiries and referrals from staff, other departments, community organizations, and the general public.
- Investigates complaints and recommends corrective action, when necessary, to resolve complaints while maintaining confidentiality.
- Researches opportunities for continuous improvement, stays up-to-date of the latest policies and best practices in social services; and recommend improvements to operations of unit activities.
- Prepares quantitative and narrative reports for managers and other program stakeholders.
How to qualify
Education
Possession of a baccalaureate degree from an accredited college or university; AND
Experience
Three (3) years (6,000 hours) of verifiable social casework or employment services experience with a public or private agency/organization.
Substitution for Education
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). Thirty (30) semester or forty-five (45) quarter units equal one (1) year.
Possession of a Master's degree in Social Work or Counseling may substitute for one year of experience; OR
Substitution for Experience
Possession of a Master's Degree in Social Work or Counseling may substitute for one (1) year of experience.

Selection Procedures
Supplemental Questionnaire Examination: (Weight= 100)
Candidates MUST achieve a passing score on the supplemental questionnaire evaluation in order to move forward in the Selection process. Candidate scores from the Supplemental Questionnaire Evaluation Exam will be used to determine the final score and rank on the eligible list/score report.
The Supplemental Questionnaire Evaluation Exam is designed to measure and evaluate your experience and relative knowledge, skills, and abilities in job-related areas identified as critical for successful performance in class 2914 Social Work Supervisor. These may include but are not limited to: knowledge and ability to apply all applicable general principles of social work, Child Welfare, ethical practices, and behavioral sciences; supervisory knowledge and ability to plan, assign, organize, and direct the work of staff or a unit; problem- solving ability to analyze complex situations; critical thinking skill and ability to collect, organize, interpret, and evaluate information; organizational / time management to work independently, organize, and manage various work assignments; team leadership to influence, motivate, and challenge others; interpersonal skills and ability to promote and maintain professional and cooperative working relationships.
It is important that the information provided in the Supplemental Questionnaire Evaluation be accurate and complete. All relevant experience, education and/or training must be in the evaluation in order to be reviewed in the rating process.Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.
A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process.
Candidate exam responses will be vetted as appropriate using AI use detection software. Evidence of use of AI, plagiarized answers, or falsified information in exam responses will be addressed in accordance with Civil Service Rules related to fraud and cheating.
The above test components are considered standardized and, therefore, test questions and answers are not available for public inspection or review.
What else should I know?
Eligible List/Score Report
A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be 12 months and may be extended with the approval of the Human Resources Director.
