Job Summary

This position will assist the Director of Construction Safety and the Deputy Director of Construction Safety with the daily management of the construction safety team within the Safety Division.   This position will provide oversight of construction activities performed by Capital Programs and their contractors, as well as Engineering and Maintenance projects on the MBTA system. In addition, Transit-Oriented Development projects that affect MBTA operations will also be monitored.  

This position will be responsible for assisting with investigations of all construction incidents that occur on MBTA property, including but not limited to: Responding to incidents, gathering documentation and information, reporting out to the appropriate parties, determining root causes, collaborating/leading discussions to recommend corrective actions, assisting with the improvement to safety policies and procedures, and ensuring compliance with corrective actions and policy improvements.  The Safety Lead will also be responsible for staying well-informed of new laws and regulations regarding safety and recommend appropriate changes to MBTA Safety management.

Duties & Responsibilities

  • Act as a Subject Matter Expert (SME) and interpretive authority for all construction safety related matters and advise senior management.
  • Provide management and oversight of construction safety programs needed to conform to Agency, State, and Federal safety standards and regulations for capital infrastructure development and upgrade projects.
  • Present real time mitigations and corrective actions on capital construction work sites on the MBTA.
  • Provide technical support for the Construction Safety Department and Management regarding issues that arise on construction sites.
  • Investigate construction safety events, including the development of reports, root causes and corrective action plans.
  • Provide operational management oversight of Safety Specialists and Safety Analysts.
  • Assist with scheduling of safety auditing activities for Safety Specialists and Safety Analysts.
  • Conduct and coordinate audits of MBTA construction sites for both contractors and internal forces.
  • Monitor and ensure contractor/MBTA compliance with federal, state, and local applicable laws, statutes, regulations, rules, and guidelines for safety.
  • Create reports, memos, schedules, data collection documents, etc., using MS Word, Excel, PowerPoint, or other provided software as necessary.
  • Work with internal company programs and departments to assist with gathering information and data needed.
  • Promote health and safety education, awareness, and engagement through scheduled meetings and on-site visits.
  • Support and work collaboratively with all management within the MBTA Safety Division with promoting a safety culture.
  • Advise management personnel on employee's performance within the department.
  • Respond, either directly or through others, to emergencies twenty-four (24) hours per day, seven (7) days per week. The position requires on-call duties and responsibilities on a rotation basis.
  • Drive a company or personal vehicle to visit work sites and to assist at emergencies and/or events as needed.
  • Respond to each inquiry, whether from a customer, vendor, or co-worker in a courteous and professional manner consistent with the Authority's customer service quality standard
  • Present recommendations to management to enhance safety awareness, protections, and safeguards.
  • Perform all other duties and projects that may be assigned. 

Minimum Requirements & Qualifications

  • Bachelor's degree from an accredited institution in Occupational Health and Safety, Engineering, Construction Management, or related field.
  • Six (6) years of experience in Construction Safety, System Safety, Occupational Health and/or Safety, Engineering, or related fields.
  • Training and certification/accreditation in health, safety, industrial hygiene, or other similar training.
  • Demonstrated performance of routine audits to ensure compliance of regulations.
  • Proficient use of MS Word, Excel, and PowerPoint required.
  • Must have strong communication skills (non-confrontational and diplomatic approach) - phone, in person, and written.
  • Must have ability to manage multiple projects and tasks.
  • Requires planning, organizational, analytical, problem-solving, influencing and time management skills.
  • Must have the skills to perform needs coaching and mentoring.
  • Ability to interpret and actively ensure compliance with OSHA, MBTA, and other applicable agency standards.
  • Ability to complete, apply, and adhere to concepts in safety training including but not limited to SMS Fundamentals, ICS, as well as courses offered on websites hosted by MBTA/MassDOT, FEMA, and TSI.
  • Ability to complete a Public Transportation Safety Certification Training Program (PTSCTP) within three (3) years of employment.
  • Ability to perform and oversee that tasks are performed to ensure the safety of MBTA employees, contractors, ridership, the general public, and critical infrastructure.
  • Ability to handle sensitive and confidential information in an appropriate manner.
  • Ability to work in all weather conditions on a regular basis.
  • Adhere to rules, regulations, collective bargaining agreements (if applicable) and policies of the MBTA including the EEO, anti-discrimination, anti-harassment, and antiretaliation policies.
  • A valid driver's license is required.
  • Ability to work any and all shifts and/or locations as assigned or directed; be available to work twenty-four (24) hours per day, seven (7) days per week.
  • Ability to supervise and work effectively with a diverse workforce.

Substitutions Include

  • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor's degree requirement. 
  • An associate degree from an accredited institution an additional three (3) years of directly related experience substitutes for the bachelor's degree requirement. 
  • A master's degree in a related subject substitute for two (2) years of general experience. 
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.

Preferred Experience and Skills

  • One (1) year of supervisory experience.
  • Experience investigating construction safety incidents, with focus in the transit/railroad industry.
  • On-site experience involving construction safety.
  • Working knowledge of the functions within transit (FTA) and railroads (FRA).
  • Completed Transportation Safety Institute (TSI) courses.
  • OSHA training especially courses specific to construction safety (29 CFR 1926).
  • Knowledge of system safety and/or Safety Management Systems (SMS) principles and best practices.
  • Experience working in Occupational Safety, transportation, construction safety, security, or related field; and candidates demonstrating an understanding of OSHA/DLS Regulations, the Federal Transit Administration (FTA) and/or DPU regulations.

  • Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service
