Summary
The Resident Country Director (RCD) reports to the Deputy Vice President for Europe, Asia, the Pacific and Latin America. The RCD will be physically based in Belize. As an official U.S. Government employee (USG), the RCD will be part of the USG country team and will collaborate closely with the U.S. Embassy in Belize.
MCC uses a pay banded system to compensate employees. This position is pay band MC-2D which is generally equal to SES/SL pay only.
Duties
The RCD leads MCC's implementation of its compact investment in a partner country and provides ongoing oversight, guidance, advice, technical feedback, and support to the country's Millennium Challenge Account entity (the MCA), which undertakes the country's responsibility for compact program implementation. Qualifications
Qualifying experience for the MC-2d level includes ten years of relevant work experience in developing or transitioning countries, preferably in the Caribbean or Central America, and most specifically in Belize, either in the private sector or with an international financial institution, multilateral organization, international or local NGO, the USG or other internationally-focused entity.Examples of specialized experience includes: (1) experience leading, managing, analyzing, designing, or providing advisory services for large scale (over $10 million) international development programs, particularly in the education and energy sectors; (2) experience as a team leader or project manager managing large-scale infrastructure, policy and institutional reform, and/or technical assistance programs in developing or emerging markets; (3) developing, negotiating and managing complex international projects and/or partnerships with multimillion dollar annual budgets in a multidisciplinary team environment; (4) experience starting up new programs or businesses in developing or emerging markets; and (5) management-level experience in the private sector, bilateral or multilateral development organizations, or an international NGO. HIGHLY DESIRED:
- Experience living and working in developing countries at a senior management level, preferably in the Caribbean or Central America, and most specifically in Belize.
- Demonstrated international experience in managing/supervising large, multi-sector investment programs (over $10 million), including preparation, supervision and execution of workplans and budgets.
- International experience developing and/or implementing projects in or related to the education and energy sectors.
- An advanced degree in international development, education, business, engineering, law, or other relevant discipline.
