Join this historic effort by supporting its design and construction. We are currently recruiting for a rotational opportunity as a permitting and environmental compliance specialist on our team.
The Interstate Bridge Replacement (IBR) program is a mega infrastructure program with national significance led jointly by the states of Oregon and Washington. Its purpose is to address regional safety and mobility challenges facing the Interstate 5 highway system by replacing the aging bridge over the Columbia River between Portland, Ore. and Vancouver, Wash. The Oregon Department of Transportation (ODOT) and Washington State Department of Transportation (WSDOT) are working together to develop solutions that improve seismic resiliency, bolster safety, reduce congestion, provide reliable public and active transportation, and facilitate better freight movement. The program has received more than $2 billion in federal grant funding and continues to seek further federal funding to build a bridge that keeps people and our economy moving into the future. The two states have also committed a billion dollars each to bring these improvements to fruition.

This position will be a State of Oregon employee based in Portland and work out of the program’s joint office in Vancouver. This is a hybrid remote position with in-office work, in-person meetings and/or project site visits as needed.
This is a rotational opportunity open only to current State of Oregon employees in permanent positions and in good standing (limited duration and temporary employees not eligible). This opportunity will last until one year from date of hire, but the duration can change at any time depending on business needs. You must have your manager’s approval before applying for this assignment.

A day in the life:
Serve as our program’s initial contact and resource for environmental issues involving construction, maintenance and operation programs during planning, National Environmental Policy Act (NEPA) and design.
Answer and resolve environmental questions and/or issues for construction and maintenance activities.
Conduct on-site review of construction projects and work with construction office as needed to adjust construction techniques to meet environmental permit requirements.
Oversee the schedule, implementation and completion of environmental commitments, and coordinate with teams on incorporating and completing them.
Oversee permit required monitoring which may include but is not limited to water quality and noise monitoring.
Participate on project teams, including developing project alternatives and environmental avoidance and minimization measures.
Oversee the work of agency and consultant environmental specialists in producing technical reports and coordinate with environmental regulatory agencies to determine the type of permits required for projects and get necessary project permits.
Ensure plans, specifications and other documentation are complete and consistent with policy and regulatory agency requirements and standards.
Negotiate permit commitments and mitigation agreements in coordination with agency representatives and project teams.
Determine potential barriers to successful, timely project delivery and compliance, and determine and recommend solutions to project teams and leadership.
Work in an office with hybrid work options available with occasional in-person meetings required.

Minimum qualifications:
A bachelor's degree in an environmental science, a physical science, a natural science, engineering, or a closely-related field and three years of environmental analysis or resource project management experience, one year of which must have included research design and analysis.
Three additional years of environmental analysis or resource project management experience may substitute for the bachelor's degree.
Special qualifications:
Driving is an essential function of this position. You must have a valid driver license and an acceptable driving record. We will conduct pre-employment driving records checks on our final candidate(s). Your license does not have to be issued in Oregon to be considered.

Experience and expertise in negotiating permit conditions with regulatory agencies to ensure environmental compliance with laws and regulations while facilitating reasonable project constructability.
Experience and expertise in participating on project teams, including developing project alternatives, and environmental avoidance and minimization measures.
Experience and expertise in translating permit conditions into project plans and specifications to communicate regulatory requirements to construction contractors.
Experience and expertise in conducting on-site review of construction projects and working with a construction office to adjust construction techniques to meet environmental permit requirements.
Experience and expertise in resolving environmental compliance issues with the project construction office and regulators.
