Job Summary

Position: Language Specialist

Division: Directorate of Intelligence- National Virtual Translation Center located within Washington, DC or Salt Lake City Field Office

Location: Washington, DC or Salt Lake City, UT

Working Hours: 8:15 a.m. - 5:00 p.m. (hours may vary)

Salary: GS 7- $41,966.00-$54,557.00

            GS 9 - $51,332.00-$66,731.00

            GS 11 - $62,107.00-$80,737.00

            GS 12 - $74,441.00-$96,770.00

*NOTE: The salaries listed above are the Base rate of pay for federal employees on the General Schedule (GS) pay scale. A complete list of Pay Tables factoring in locality pay (based on the geographical area) can be found on OPM.gov.

Mission Statement:

Major Duties:

  • Conducts verbatim translations and summaries from written or recorded material for the NVTC's broad Intelligence Community (IC) customer set
  • Performs necessary research to find correct terms to understand the nature of translated material
  • Occasionally executes language related special projects
  • Interprets for NVTC's customer set as required


Qualifications and Evaluations

Your application will be evaluated and rated under the FBI’s Candidate Rating Procedures. Selective Placement Factor:

In order to be considered for this position, applicants must respond to the following selective placement factor question. All qualifying experience MUST be provided within your RESUME to be considered.

Grade level will be determined based on language experience, education, or a combination of the two. Qualifying work experience for all grade levels consists of any bilingual work experience such as: translating, teaching, interpreting, editing manuscripts; or professional-level day-to-day bilingual experience on both a paid and/or voluntary basis. Work experience that is not full-time in nature (40 hours per week/52 weeks per year) will be prorated on an hourly basis based on a 2,087 hour work year.

Position Title: Customer Service representative and cashier
Dates of employment: January 2015 – October 2020
Hours worked using language per week: 40 hours/week, used Spanish 20 hours/week
Description of duties/experience: Used Spanish to help customers understand store policies verbally and in writing. Translated store service agreements and descriptions of inventory from English to Spanish and vice versa.

Specialized Experience (SE): Please make sure specialized experience/requirement(s) can be identified in the resume. Applicants must meet the qualification requirements by the closing date of this announcement. To ensure applicants are placed at the grade at which qualifications are met, additional information concerning current and prior language-related work experience may be required. Please account for all periods of employment that required the regular, day-to-day use of your foreign language and specifically list the month and year. Please be specific and include your FBI Contract Linguist service

GS 7: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-5 grade level. SE is defined as follows:

GS 9: GS-9: Applicants must possess at least five (5) years of qualifying specialized experience equivalent to the GS-7 grade level and passing language proficiency test scores. SE is defined as follows:

  • Translate and interpret orally and in writing to communicate effectively in English and the foreign language assigned to employee
  • Correct grammar, punctuation, syntax, and spelling for grammatically correct, fluent and more precise translations

GS-11: Applicants must possess at least seven (7) years of qualifying specialized experience equivalent to the GS-9 and passing language proficiency test scores. SE is defined as follows:

  • Translate material from one language to another to accurately reflect the meaning of the original
  • Ability to understand idiomatic expressions, colloquialisms, habits, mannerisms, and other data to furnish information of interest to investigative personnel

GS-12: Applicants must possess at least eight (8) years of qualifying work experience and/or college level education and passing language proficiency test scores. SE is defined as follows:

  • Translate material consisting of non-standard terminology, recognizing technical jargon related to intelligence data 
  • Perform research to determine equivalents to new and unique terms, idiomatic expressions, and /or highly abbreviated material


Education

All degrees must be from an accredited college or university. Education may be substituted for specialized experience as follows:

GS-7: Applicant must have a bachelor’s degree with superior academic achievement or one (1) full year of graduate level education. The completion of a bachelor's degree (or its academic equivalent from a college or university with regional or national institutional accreditation) in any discipline will count as four (4) years of credit.

GS-9: Applicant must have a master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. The completion of a master’s degree or Juris Doctorate (or its academic equivalent from a college or university with regional or national institutional accreditation) in any discipline will count as five (5) years credit.

GS-11: Applicant must have a Ph.D. OR equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M. The completion of a Doctorate Level Degree (or its academic equivalent from a college or university with regional or national institutional accreditation) in any discipline will count as seven (7) years credit.

GS-12: Education may NOT be substituted
