Full Job Description

As Analyst for Security and Emergency Management, you will identify strategies and provide administrative and management support for several programs within the division. This involves managing, tracking, and reporting on Security & Emergency Management (SEM) Key Performance Indicators (KPIs). You will also coordinate, and schedule vendors as needed while overseeing the installation, maintenance, and repair of physical security systems.

Manage SEM Key Performance Indicators

Manage, analyze, and track SEM Key Performance Indicators (KPIs). Provide regular reports on KPI progress.
Create, gather, analyze, and make recommendations on Transit Police Unit (TPU), TSO, and SOC activity reports.
Analyze TPU, TSO, and SOC data to identify trends.
Gather, analyze, and make recommendations on employee performance management data.
Gather, analyze, and publish monthly employee assaults data for federal reports.
Respond to requests from Senior Leadership for data relevant to emerging security issues.
Collaborate with the Research Analytics Department (RAD) on Community Transit data.
Present results of data analysis to stakeholders and decision-makers with understandable and actionable reports.
Coordinate the Threat Assessment Team support response for employees who are victims of serious incidents and/or assaults.

Serve as the primary point of contact/liaison for the Threat Assessment Team.
Meet with the employee after an incident or assault. Provide resources, answer questions, and establish an ongoing relationship with the employee to be their point of contact throughout the process.
Request relevant reports from law enforcement.
Partner and collaborate with other departments to review each incident and provide ongoing support.
As a member of the agency-wide Threat Assessment Team, conduct threat assessment intake (interview individuals and review documents). Present recommendations to the Threat Assessment Team.
Coordinate and support the design, installation, use, and maintenance of all security systems for Community Transit.

Provide recommendations for the design of security systems, following APTA and FTA guidelines.
Coordinate and oversee repair and installation of access control, IP security cameras, and security systems.
Train users on access control, IP security cameras, and security systems.
Update system databases and user accounts.
Address access badging issues.
Investigate reports of access control and security system issues or malfunctions. Analyze the cause of problems and determine solutions to restore service.
Provide technical support and troubleshooting.
Determine the appropriate vendor and place service orders, describing specific problems and scheduling service.
Coordinate with on-site vendors, escorting them, providing feedback and consultation, and running tests on computer networking systems to determine the effectiveness of repairs.
Maintain records of access control systems.
Provide administrative support and management of the Community Transit Exclusion Program.

Review reports and other communication from Transit Security Officers (TSOs) and transit police to compile exclusion data. Create a montage of each excluded person (photo, info, background, etc.) Distribute to CT departments and keep montages current.
Audit exclusions and denials of service, reviewing for consistency and DEI issues. Report findings and make recommendations for action to the supervisor. Administer exclusion appeals. Organize and facilitate exclusion appeal meetings with in-house stakeholders.
Review Rules of Conduct enforcement to recommend training opportunities.
Provide administrative support for fleet management of SEM vehicles.

Monitor vehicle inspections and damage reports.
Coordinate repairs and preventative maintenance.
Assist with vehicle ordering and equipping of new or replacement vehicles.
Provide administrative program support for the Vehicle Impound Program.

Manage the towing contract.
Audit vehicle warnings, tagging, and impounds.
Ensure proper signage is in place at Community Transit properties.
Perform other duties of a similar nature or level.


Minimum Qualifications
High School Diploma, GED, or higher
Three years' experience working with vendors or contract management
Three years' experience collecting, analyzing, and interpreting data

An equivalent combination of education and experience to successfully perform the job duties is also accepted.

Knowledge Requirements
Understanding of equity vs equality issues as they relate to customers.
Knowledge of economic, cultural, language, accessibility and geographic barriers.
Business procedures and correspondence, record management, handling confidential, sensitive, and privileged information.
Computer networking general knowledge, including Access control systems, and IP camera control systems.

Preferred Skills and Knowledge
Project management experience.
Experience with Safety, Security, or Emergency Management programs.
